It seems clear now that the demonstrations and riots are engineered by the Liberal Party, Commander Dante and the Lopezes. The affidavit of a student leader, Villalon, attests to seven meetings in the office of my opponent Osmeña and Liberal Party President Gerry Roxas where these events were planned.

But we must calm everybody down as the rumors of a revolution are widespread and the rich in Forbes Park have fled their beautiful homes. I have told the PA Commander (Gen Ileto) to patrol Forbes Park.

After the calm, we can then attend to the enemies of the Republic one by one.

Pressure must be put on Dante so he will not be of help to the Liberals in Manila. Perhaps we should get Sumulong to give Dante a work out to keep him busy or eliminate him. Will tell the military this.

Then we must develop the case against the Liberals and the Lopezes so we can proceed against them legally.

But we must move fast as the Liberals have July as their target date and the Communists Jan. 1971 (the latter information) according to Villegas whom I saw secretly at Pangarap tonight.
