There is still sporadic firing in Marawi but the two additional companies including our PSC Special Forces company formerly assigned to Salvador and Malabang, Lanao del Norte are there. Even the two APC’s in the last two towns have been ordered moved to Lanao del Sur but the two half-tracks armored cars taken from Cebu (Lulu’s farm) are being sent to replace them.
Frankie Teodoro reported tonight that a son of one of his executives was asked to participate in another assassination plot against me by a group of six students from PCC, UP and MLQ who were showing off their firearms in a safehouse in Project 4.
I have assigned Gen. Ver to look into it.

Received information on Customs anomalies from Antonio Marcos, my second cousin who is a superviser in the Bonded Warehouse Division of the Bureau.
We must arrest some of the leaders of the syndicate in the Bureau and the big-time smugglers in Cebu.
Amb. Farolan wired that Pres. Suharto and Minister Adam Malik are happy about martial law as it assures their northern boundary (of Indonesia) of a strong bastion.

Cong. Ali Dimpaporo arrived from the Middle East and report the initial adverse reaction to martial law changed to a favorable one. We need him to help stabilize the two Lanaos.

Spent the whole day from noon to midnight in the boat. Had a two hour nap after lunch and finished four books on Nehru, Nasser, Indo China and some histories.

This morning Gen. Ver called up from the home of Cong. Pendatun in Cotobato City to inform me that they might not be able to return today as they would like to pick up the Alontos in Lanao as well as the other Moslem leaders other than Ex-Gov. Udtog Matalam, Datu Kudanding, the Sangki brothers, Abdullah and Balacat as we all Abdullah’s son. So I will wait for them tomorrow.
My impression of Nehru and Nasser was that they belong to the improvising leaders like Quezon and Osmeña to whom we ascribe many of our present day problems.
The Cotobato (North) leaders, Moslem Tururays and Christian alike, have pledged to keep the peace and support me in the proclamation of martial law and the reformation.
But since fighting has broken out in the Magsanoy, Ampatuan, Pikit area I have called them to Manila — (all the provincial and municipal officials). I personally asked Cong. Salipada Pendatun to come over the telephone when I told talked to him after my opening appeal wherein I told the leaders that Mindanao is Moslem land and we, the Christians, are there because of their tolerance and their invitation; that the Christians should therefore help their brother Moslems and other minorities who are less prepared for an exacting modern world; that the policies I have established favor the Moslem areas; most of the money we have borrowed from abroad go to Mindanao, the seaports and airports being developed are in Mindanao; the “Investments below the typhoon belt policy” means investments will pour in for Mindanao and Sulu, and the oil exploration program will favor Mindanao and Sulu, the number of schools being constructed now in these islands are double that of the Luzon and Visayas areas.

clean provided that there will be no repetition of the past offenses.” And pointed out to how I had personally gone to Buldon to stop the Armed Forces of the Philippines from decimating that Moslem town under Mayor Aratuc (his son Tonatic had been sent by the father who was taken ill campaigning for the people’s support of martial law) with artillery fire notwithstanding the seven casualties suffered by the government troops.
We ended up with Cong. Salipada Pendatun reiterating support for my program and agreeing to head a mission to contact Ex-Gov. Udtog Matalam whose MIM forces have started the fighting to come to see me in Manila. But we have to stop the operations of the AFP against his band in the meantime.
And Datu Akilan Ampatuan will contact the two Sanki brohers, Abdullah and Balacat and son A to also come and see me. So too with the old man Datu Kadanding who have apparently joined Datu Udtog Matalam.
The Disumimba band which threatens Dinaig is composed of outlaws and will have to be destroyed.

Met Congs. Armi Gustilo of Negros and Eduardo Cojuangco of Tarlac. They report 105 armed men have gone up the mountains in Negros and their transit point to Panay where they have contact with some other subversives is through Guimaras through a certain Jayme.
We will mount a special intelligence and search and destroy operations.
They also showed a telegram of Sugar Administrator Jose Unson for all sugar people on planters and millers to pass their sugar through the Producers Cooperative controlled by Ex Sec. Alfredo Montelibano by a voting trust agreement who is apparently trying to corner the sugar market.
I have called all planters and millers next Wednesday at 10:30 AM so I can organize a government sugar commission to handle exports and domestic sales.
I met with Justice Fred Ruiz Castro. He has told the Chief Justice of my request that there be no direct confrontation between me and the Supreme Court. Justice Castro called attention to the fact that in all the cases they have studied, the U.S. Supreme Court decided the cases after martial law was over. I believe they will do this.

I have asked the Justices to help in preparing a list of CFI and CAR judges whose resignations should be accepted.
And reforms in the judiciary –or for that matter the whole society.
But I believe we still should look into how the Lopez interests (Meralco) have been paying the children and relatives of the justices.
And the payrolls are in the Meralco offices of the comptroller, the treasurer and personal secretaries of Mr. Eugenio Lopez.

We escaped the loneliness of the palace for this old Antillan house now known as Ang Maharlika, the State Guest House several blocks from the palace. It has been restored beautifully by Imelda and is a symbol of Philippine culture in the last century. Almost all our antique valuables have been transferred here.
The departure of our children has made the palace a ghostly unbearable place.
I took a long nap (4:30-7:30 pm) in the room of Bongbong which has the worst bed [illegible] and the lumpiest mattress.
And after an early simple dinner of sardines and pancit, I was able to browse in the library where to my delight I discovered the books I have been wanting to read for some time including Fitzimmons, The Kennedy Doctrine, Sorensen’s The Kennedy Legacy, The Dirty Wars edited by Donald Johnson (some of the principles and lessons are outmoded), Days of Fire by Samuel Katz (The Secret History of the Irguny Zrai Sanmi and The Making of Israel, Chou-en-lai by Kai-Yu, Room 39 by Donald Macfaddan (The room of the British Intelligence in WWII), the History of the World in the 20th Century by Watt, Spencer and Brown.

I have invited the Liberal Party leaders (at least ten of their hierarchy) to come to the palace on Sept. 19th to be informed of what we have on the negotiations and agreements between the Maoists and the Liberals.
The Liberal head, Sen. G. Roxas, issued a demand for us to point out the Liberal negotiating with the Communists, knowing full well that I refer to Sen. Aquino, his opponent for leadership in the party and wanting to disqualify Aquino by his own action.
But the Liberals should not get out that easily.
For some of the other leaders have been dealing with the Communists –Mitra, Yap, Felipe, Dy, Pendatun, Lucman, etc.
Antonio Zumel, news editor of the Bulletin had an explanation of his Trade Asia activities in today’s papers. He adopts an aggressive stance of hurt innocence!

The Air Manila plane was apparently bombed at 4:40 am yesterday by a grenade in a valise with incendiary bombs over Romblon, prepared to ditch because of the right engine being out of commission from the grenade blast but was able to limp up to Roxas City where it landed at about 5:00 am in the dark with nothing but its landing lights to guide it. Capt. Samonte, the captain of the plane did a good job and was lucky.
I have checked on the plans of the delegations I am sending to the IMF, the UN and other international conferences.

Everything has returned to normalcy. But I feel that the HMB’s with Dante and Ninoy masterminding them are planning some sabotage.
Talked to Ex-Sen. Rodolfo Ganzon and Ex-Rep Raschid Lucman and his wife Princess Tarhata.
I have asked Roding Ganzon to infiltrate the LP. He says that Lopez, Laurel and Osmeña have agreed on an NP-LP ticket in 1973. Osmeña wants to run again and Doy Laurel may be his Vice. But of course Gerry Roxas and Ninoy Aquino want to run as President.
And Lucman I asked to keep peace in Lanao and to placate the Liberals.
Boni Isip, Joe Luckban and Johnny Echiverri saw me. They told me of Joe Maristela and of Ex-Sen Estanislao Fernandez urging the students to attack at Mendiola and plying them with whiskey from a jeep without any number and loaded with whiskey bottles.
I hope to see Rep. Salipada Pendatun, brother in law of Ex. Gov. Udtog Matalam, leader of the Moslem Independence Movement, tomorrow. As well as Ex-Sen. Domocao Alonto and Ex-Gen. Alonto.
We are building pillboxes at the gates and mortar defenses including baffled walls for my gymnasium where we can seek shelter in case of mortar attack.
We have cleared the lawn west of the veranda and ceremonial hall for a helicopter landing this side of the Palace complete with night landing lights.

We are preparing anti-subversion cases against Arienda and the leaders of the Kabataang Makabayan.
I feel that ultimately we must have a confrontation with the communists in this country. And that their eradication as a threat to our free way of life may be one of my main missions. It is true that if we can keep on delaying and delaying their take-off and cut off their momentum we will ultimately win, but it will be a messy and tedious job. Now we have an opportunity – perhaps the only opportunity to liquidate the movement in one clean sweep – if we plan it well enough.
Thus if there is massive sabotage and an attempt against my life, then I might be compelled to suspend the privilege of the writ of habeas corpus and arrest all the persons in the list of communists.
This will be the total solution to the ideological impasse!
