The Concon and the sala of Judge Lustre of Quezon City trying the subversives were bombed by unidentified person this afternoon at 3:40 PM. It caused extensive damage and injured about thirty people.
Two of the subversives were almost able to escape.
This is apparently the answer of the subversives to the raids on their headquarters in Manila, Quezon and Pasay last Sunday morning at 4:30 where about 48 were arrested including Cabardo, a former PMA cadet who is tagged as the Visayan NPA head.
Ex Sec. Peding Montelibano, after bringing the problems of the PNB and the sugar industry, pledged that he and his family (one governor and one congressman) were behind me and Imelda even if I proclaimed martial law.
One thing about this man, he has a good nose for survival.

We finalized the plans for the proclamation of martial law at 6:00 pm to 10:00 pm with the SND, the Chief of Staff, major service commanders, J-2, Gen. Paz, 1st PC Zone Commander, Gen. Diaz and Metrocom commander, Co. Montoya, with Gen. Ver in attendance.
They all agreed the earlier we do it the better because the media is waging a propaganda campaign that distorts and twists the facts and they may succeed in weakening our support among the people if it is allowed to continue.
So after the bombing of the Concon, we agreed on the 21st without any postponement.
We finalized the target personalities, the assignments, and the procedures.
Our communications network will center in Malacañan as before.
Bongbong’s Birthday. Right now they have converted Suite I into a nightclub complete with strobe lights and blow-up pictures of Bongbong.
And there are more girls than boys. In fact there are only a handful of boys and about five times of girls.
At the rate the tension and hysteria in Manila continues, I may have to declare martial law soon. Many people are not leaving their houses.
Threats to bomb and blackmail is rampant. KBS and the Daily Express were told to raise P200,000 otherwise there would be a bomb for them. This was conveyed by a certain Policarpio, a KBS labor leader. He probably cooked it up.
So I met with Johnny Ponce Enrile, Gen. Tom Diaz, Col. Montoya, Col. Romy Gatan, and Danding Cojuangco this evening at Pangarap and we agreed to set the 21st of this month as the deadline.
In the meantime Sen. Aquino in a privilege speech, today, claims we have an OPLAN Sagitarrius, which allegedly includes placing Greater Manila under PC Control preparatory to proclaiming martial law.

This is nothing but the contingency plan for the coordination of the local police forces and the Armed Forces in case of insurgency.
It is ridiculous to ascribe it to the plan of martial law since it referts to calling out the troops to quell a disorder.
But of course the media will give it all kind of meaning.
But, again, perhaps it is best that the political opposition start a debate that will get the people used to the idea of emergency powers.
… After the meeting I directed Sec. Ponce Enrile, the Chief of Staff, Gen. Espino, Vice Chief of Staff, Gen. Ileto, PC Chief, Gen. Ramos, PA Chief, Gen. Zagala, Air Force Chief, Gen. Rancudo, 1st PC Zone Commander, Gen. Tomas Diaz, IV PC Zone Commander, Gen. Encarnacion, Asst. Chief of Staff, J-2, Col. Paz, to update the contingency plans and the list of target personalities in the event of the use of emergency powers.
I directed Sec. Ponce Enrile to finalize all documentation for the contingency plans, including the orders and implementation.
Spent practically the whole afternoon (4:00 PM) up to about 8:00 PM with the military, Gens. Yan, Espino, Ileto, Garcia, Tanabe, Sabalones, Ordoñez, Col. Ver and Diaz. Gov. Nepomuceno with Eric Mendoza who is a former jet pilot resigned because of hazing and helping in the location of Dante and Arthur Garcia whom he confirms he met after the claim that he (Garcia) was killed by Dante, were also here. Gov. Nepomuceno is disturbed by my statement to him that his bodyguards are Dante’s men. So he is helping through Mendoza in the campaign to locate Dante.
We mapped out the plans in the event of the massive sabotage of the city and the public utilities. Transferred some of the armor to Central Luzon. They missed Dante by a few hours in Capas the other day.
But we have five companies [of] reserves for the Metrocom which has 1,339 men – one company each from the major services and one from GHQ. Then there are two HDF in Malacañang, two in Camp Crame and one in [Fort] Bonifacio. The different brigades are forming up. In the event of an emergency, the PA can organize two more complete battalions with equipment in Fort Magsaysay and Cebu for the April training.
Our unanimous assessment is that the subversives have no capability of mounting an attack of company proportion and probably will not but are capable of small unit harassment, sabotage and liquidation which capability should also be eradicated.

Benny Toda of PAL is allegedly organizing an intelligence team under Col. Hernandez, former J-2, to research on the administration – in retaliation for my open skies policy.
These rich people are back to their old tricks to protect their profits.
The new monetary policy seems to be received well. We will see how the market is tomorrow.
Comparative quiet. The radicals have called off their rally in Plaza Miranda and will probably hold rallies in the campuses. Met with the UP moderates headed by Gordon and Ortega. They are planning to put up their newspaper.
Commander Sumulong sent word through Danding Cojuangco that the rioting in Malacañang was brought about by the CIA. Jim Rafferty had said that he had made inquiries about the squatters and they had refused to join the rally. This, he said was different from Indonesia, where they had.
Commander Sumulong is going after Commander Dante in Tarlac. He says Dante was wounded in a previous skirmish and may be moving around in a hammock. Danding suspects that Ninoy Aquino is hiding him in either Antipolo, Puringay or in the Joe Rojas ranch in Bataan. Sumulong promises to get him.
Col. Tomas Diaz is now Zone-2 and needs ₱80,000 for six civilian jeeps, one jeep each for the six teams and six more vehicles plus ₱10,000 monthly. We will start going after those Ma-Maos in a big way.

Have appointed Gen. Tobias as Gen. Man. of the National Housing Corporation. I hope to build 1,000 low-cost houses a month.
Poor Banjo Raval (Gen. Vicente Raval) the Chief of PC. He is one of the most loyal of the officers in the Armed Forces. I have asked him to seek relief as PC Chief. Instead of Gen. Eduardo Garcia, I may have to put Gen. Tanabe temporarily.
I intend to make a sweeping reorganization of the cabinet, financing institutions and the tax collecting offices. So I meet with the Development Council tomorrow to chart the program on social legislation. This will include price and rent control, special funds for peace and order and for land reform. Housing and resettlement must receive priority attention.
Have met with Labor Leader Ignacio Lacsina (NATU), Peasant leader Felixberto Olalia (Masaka) and Kabataan Makabayan leader Carlos del Rosario brought in be Sec. Blas Ople. They have asked a more nationalistic policy. I told them that it has saddened me to be driven to the refuge of anti-communism and pro-Americanism. I offered them the opportunity to obtain loans from the Eastern European Socialist countries; retirement of Gen. Raval and the disbandment of the “monkees” as well as the prosecution of Col. Tomas Diaz and his men for the alleged kidnapping of Alabado. They promised in turn to call off the Feb. 12th rally and to meet with me on Tuesday Feb. 10th at 5:00 PM at the State Dining Room.
