The consensus of their attitude was ‘If we are going to be subject to this kind of attack on our free trade, such as is now going on in the United States, we will be in constant uncertainty and danger. Even if we defeat it now, no Congress can bind its successor and the attack will be renewed. We might as well end it entirely and build up a separate system.’
