The Governor-General thinks pure Malays (Filipinos) superior to pure Mexican Indians (Chihuahua and Sonora) in self-governing capabilities, but probably inferior to Porto Ricans and Cubans owing to white blood in the latter; thinks them far superior to Negro and probably far simpler here owing to lack of Negro blood.
