The “false issue of independence” had made it impossible to perfect the system. On the contrary, said Quezon, he was more sure there must be independence than he had been in 1913. The U.S. must stop talking about the “unfitness” of the Filipinos to govern themselves and that he was in favour of a Filipino as Governor-General.
