Dispatch from the President to Senator Frye read this morning together with Frye’s previous dispatch to the President which had called it out. Frye expressed the belief that we should get no treaty. The President gave us pretty large powers in the way of concessions and almost turned the whole question of what we should give for the Philippines over to us, subject, of course, to his final revision.
