Everthing is peaceful here. we have nothing but garrison duty. The natives are very friendly and delight in comparing us with the hated Spaniard that treated them so cruelly. It is very disagreeable at this time on account of the excessive rainfall, It rains all the time and has been for a month, all the country is a lake, the streets are knee deep in mud, no sidewalks, Everything goes to make one sigh for the U.S. We had a kind of a celebration today but it was rather slim.
