What should be our basic premise in pursuing our re- search and investigatory functions in the Philippines? On the basis of what concept of the Philippines should we conduct our activities as members of the Research Commission on the Philippines?

The Philippines is an enemy territory under military occupation of Japan, so that the relationship between the Japanese and the Filipinos in the archipelago is based on a de facto situation, Precisely what effect our activities here should have for the future Philippines is dependent upon the outcome of the present war; therefore our actions under the military administration should be confined do those needed for the prosecution of the war. Top priority should be placed upon Top priority should be placed upon capturing and holding the willing cooperation of the Philippine people, so that if there should develop a feeling among the populace not to welcome the refuel the Americans, we should consider our effort a signal success.
