At Sea

We all believe that Europe’s task is to intervene, but almost all of us are convinced that Europe will not do so. What are diplomats made of? They have no sense of action. The doctrine of Europe should be a reply to the Monroe Doctrine. We should replace “America for the Americans” with “Americans in America.” What a perfect occasion! If a true statesman existed in Europe, he would seize the opportunity. No minister of foreign affairs feels strong enough or free enough to dare say it. And you will see that these statesmen will not lift a finger to help Spain. They will not do more for her than they did for Greece. The subjugation of France will be the beginning of Europe’s agony.
