Para evitar en lo posible los abusos en las ventas de comestibles y ha salido un decreto fijando el precio de los artículos de almacén de comer, beber y arder. Ha sido recompuesta la línea férrea desde Dagupán hasta Caloocan, (…)Ha venido de Cavite el Coronel D. Eugenio Blanco que cayó prisionero de los yanquis a bordo del Cañonero ”Leyte”. Viene a tratar con el Gral. asuntos de importancia.

To avoid as much as possible abuses in the sale of comestibles, a decree has come out fixing the price of the stored articles of food, drink, and fuel. The railroad line to Dagupan has been repaired. Some sort of a program of autonomous government has been published for possible implementation here, in the form of a lengthy edict, with keys, signed by D. Alejandro Paterno, although this and other autonomist moves are attributed by the people to a Spanish individual. Colonel Eugenio Blanco who was taken prisoner by the Yankees aboard the gunboat Leyte, has arrived from Cavite to see the governor general for important matters.
